Communications Authority advertise Chiloba’s job days after his resignation
By Winnie MabelOne week after Mr Ezra Chiloba begrudgingly resigned from his Director General position at the Communications Authority, the Kenyan Information, Communications and Technology industry regulator advertised the job vacancy for Director General/Chief Executive Officer at the Waiyaki Way based company.
In its October 27, 2023, notice, the Communications Authority called on applicants to either submit their applications online or hand deliver them to the Nairobi headquarters on or before November 17, 2023, by 5pm latest.
“The Director General is responsible for providing strategic and visionary leadership and has full operations responsibility in the development, implementation and evaluation of strategic business plans of the Authority,” read the public notice in part.
The job summary for this position, among others, include building and maintaining strong relationships with industry stakeholders, government agencies and international bodies; monitor and enforce compliance in regulatory requirements, address violations and manage the Authority’s finances and human resources effectively.
Interested applicants are expected to hold a Bachelor’s Degree in relevant , fields, have a minimum of 10 years experience or relevant work- five of which should be in senior management, strong leadership skills and competencies as well as have personal attributes such as integrity and ethical conduct, resilience, adaptability, results oriented and ability to work under pressure.
Mr Chiloba was forced to resign after it was discovered that he had abused his office and misused funds in the Authority’s Sh 662.4 million mortgage scheme. His resignation on October 18, 2023, came after he had initially been suspended for investigations to take place.
Mr Chiloba was accused of approving a Sh 25 million mortgage to a company in which he is the sole director as well as clearing staff to leave the Communications Authority despite them having unpaid loans totaling Sh 28.9 million. He was also accused of understating loan balances of former employees.
However, Mr Chiloba first defended himself saying there had been no anomaly in the manner in which his mortgage application was presented and processed. The money was to buy land and a house from his father. and his father wanted the money remitted to the company in which Chiloba and his larger family own, Kitale Hillmost Limited.
He called on the Authority to re-instate him after denying all accusations levelled against him, saying disciplinary action had been taken against him without giving him a fair hearing. He resigned days later.
Prior to resigning from this top job, Mr Chiloba was also fired from his Chief Executive Officer at the Independent Electoral and Boundaries Commission after being implicated in procurement anomalies. Former IEBC chairperson Wafula Chebukati suspended him to allow for investigations but he was able to fight the suspension in court, and won. He was later fired in October 2018.
