Nairobi County faces shortfall in Sh29bn budget


Nairobi City County expects to raise Sh28.63 billion against a planned expenditure of Sh29.8 billion in its 2014/2015 budget.

Personnel allocations, at Sh12.82 billion, will account for 42.88 per cent of planned expenditure.

Nairobi City County has employed about 17,000 people.

The county on Monday called on the public to give feedback on the proposed budget before it is presented to the County Assembly for debate.

The county has been allocated Sh11 billion by the national government, an amount that officials say is not enough to run its affairs.

“This will impact negatively on service delivery,” said City County finance secretary Gregory Mwakanogo.

A further Sh17 billion will be collected in rates and fees.

The county government is grappling with huge arrears on the loans that it is servicing.

Total debts stand at Sh13.98 billion. 

The county government has allocated Sh2.4 billion in the proposed estimates to service these loans.

Sh200 million has been set aside for the rehabilitation of City Hall Annex under the Governor’s Office. 

However, under the department of urban planning, lands and housing rehabilitation, Sh200 million has been allocated for the renovation of the same building.

The county has  earmarked Sh200 million for the purchase and lease of vehicles, while Sh5 million is for the rehabilitation of City Hall’s toilets. 

Proposed public transport projects have been allocated Sh250 million.
