NMS officer arrested while demanding Sh400,000 bribe

The Ethics and Anti-Corruption Commission (EACC) on Monday evening arrested a Senior Officer working with the Nairobi Metropolitan Services (NMS) as an Administrative Officer for Health for allegedly demanding a bribe of Sh400,000.

Mr Daniel Omido had demanded the bribe to approve online applications relating to testing and issuing certificates to food handlers within the Nairobi Metropolitan Area.

The suspect was arrested at Uchumi House after he allegedly received part of the demanded bribe amounting to Sh200,000.

“The Commission recovered this amount from the suspect’s shopping bag. The Suspect was escorted to EACC Integrity Centre Police Station for processing,” EACC says in a statement.

Mr Omido’s arrest came after investigations following a report that was filed with the commission on 7th September 2022.

The complainant alleged that his company – Quality Plus Laboratory and Consultancy Services – was awarded a two-year food handlers examination contract by the Nairobi City County Government under NMS from May 2022 to May 2024.

The purpose was to test food handlers in hotels and eateries before the issuance of certificates by the Nairobi County Government Health Department in Dagorreti North, Kasarani and Kamkunji sub-Counties.

It is reported that the application by the handlers is done online using the NMS portal, where applicants pay Sh250 to Kenya Revenue Authority (KRA), while the approval is also done online by the County Staff Officers at Nyayo House, then referred to the appropriate laboratories for testing.

Mr Omido demanded the Sh400,000 bribe to be paid today (Monday, 12th September 2022) to facilitate approval of applications in the portal.

Following investigations, EACC conducted an operation which led to the arrest of the suspect while receiving part of the bribe amounting.
