Power of Mercy Committee introduce digital services
Attorney General (AG) Justin Muturi has announced The Power of Mercy Advisory Committee will for the first time discharge its mandate using a digital system.
He said that the Committee comes in with the digitisation of the petition process, where the development of the Electronic Petitions Management Information System (ePOMPMIS) is aimed at facilitating the end-to-end petition application process, ending the manual process that was previously being used.
“The system facilitates the Power of Mercy Advisory Committee Members, Secretariat Staff, Pardon Officers, Probation Officers, and Security agencies in receiving applications from petitioners, reviewing the petitions, processing them, and making recommendations,” Muturi said.
The AG asked the Committee to do their work professionally and embrace the ethos of integrity, and transparency.
Speaking during the induction workshop for the committee, the AG said that the Committee which operates under the Executive Office of the President is charged with the mandate of considering petitions by convicted criminal offenders in collaboration with other relevant government organs.
“I reiterate the importance of integrity based on the nature of the Committee’s work and as such every decision made must be fair and informed by the rule of law. I urge you to use your time properly and constructively as advising the President well is the cardinal rule of any government organisation and must be done in utmost good faith,” the AG said.
He said the members are coming in with a wide range of expertise, which should influence reforms, and greatly impact the way things are done in the future.
The AG asked the newly appointed Committee Members to adopt, support, and steer the reform process going forward.
He also recognized that the whole government approach is important in dealing with matters as sensitive as the issue of pardon because it ensures that everything is done is legally sound and all other factors have been taken into account.
By the end of the one-week induction, the Committee members are expected to be equipped with the necessary skills to execute the Committee’s mandate as provided for under Article 133 of the Constitution of Kenya, 2010, and steer the envisioned reforms initiated by the previous Committee.
The Power of Mercy Advisory Committee is a Constitutional Committee established under Article 133(2) of the Constitution of Kenya and operationalized by the Power of Mercy Act, 2011 with its core mandate to advise His Excellency the President on the exercise of the power of mercy.
