SURVEY: Sonko the worst performing senator


Nairobi Senator Mike Sonko and Nominated Senator Hosea Ochwangi were the worst performers in 2015, according to a new survey.

The same report by Mzalendo Trust has listed Kiminini MP Chris Wamalwa as the most active contributor alongside Taveta’s Naomi Shaban while Nairobi County MPs topped list of silent legislators.

The report also found out that three of the most silent MPs are from Nairobi county and that 27 MPs out of the 349 MPs, who did not contribute to plenary sessions in the Assembly in the year under review, five have never given their maiden speech, meaning they have never ever spoken a word in the Assembly.

The MPs named in the report are Alex Kosgey (Emgwen), who was named in a similar report last year, Kipruto Moi (Rongai), Oscar Sudi (Kapseret), Gonzi Rai (Kinango) and Tirus Ngahu (Kangema).

DISMAL PERFORMANCE

The survey findings reveal a continued trend whereby a third of the MPs hardly contribute anything of substance to debates in Parliament.

Mzalendo Trust has termed the performance of MPs in the year as dismal overall.

“Although the number of speech counts in plenary discussions is not indicative of the quality of input, it could allude to low capacity to exercise their parliamentarian roles,” said Ms Jessica Musila, Mzalendo Trust Executive Director.

She said no single legislator can afford to remain silent in Parliament given the high level of poverty among Kenyans and poor service delivery in the country.
