KISM on the spot for procurement procedures

A regulatory body has recommended tough measures be put in place to regulate professionals joining the procurement sector.

The Kenya Institute of Supplies Management (KISM) has made the recommendations as it bids to enhance professionalism in the supply chain sector.

The new measures will ensure professionalism on the use of restricted tendering, expression of interest, request for proposal and framework contracts.

Speaking during a tour at the Kenya Institute of Supplies Management (KISM) and Kenya Institute of Supplies Examination Board, Felix Kosgei, Head of Public Service said as the government tries to close the gaps in the procurement sector KISM is a strategic institution in economic development and that the civil servants involved in the supply chain needs to be professionals and must adhere to laws and regulations.

“Procurement is not just walking into a supermarket to pick something and taking it to the office. You have to look at timing, quality, and other options. That’s why we are asking both the private and public sectors that the people who are in the procurement sectors are proffessionals,” Said Mr Kosgei.

“we expect that the professionals that have been trained in schools carry themselves in a manner that professionalism is seen. I want KISM to play its role enforce mandatory requirement to see that every person both in schools and those that working are qualified. For the profession to grow the code of ethics are in place and Practical classes for students doing procurement should be introduced.”

He added that building the capacity of procurement staff is critical if the government is to deliver its pledges.

He reiterated that it was important for the two bodies to spearhead compliance with the prevailing law in the supply chain sector to the adherence to the provision of Article 227 of the constitution of Kenya on insuring that procurement and disposal systems were fair, equitable transparent, competitive and cost-effective.

He insisted that the KISM needs to professionalize its operations to make it efficient.

This comesamid an effort by the government effort to introduce digitization of procurement to curb corruption.
