Ole Kina: Senate should come up with laws on impeaching governors
Narok Senator Ole Kina Ledama has proposed that the Senate should come up with laws determining impeachment of a governor.
According to Mr Ledama says, the stalemate between the governors and Members of County Assembly (MCA) witnessed in various counties is hindering enactment of devolution.
The senator has also said most of the stand-offs are triggered by the differences between the governor and the county lawmakers in case the county boss declines to cede to their demands.
“As senate we should come up with laws and conditions on the grounds of impeaching a governor,” Ledama proposed.

In December last year, Meru Governor Kawira Mwangaza survived an impeachment after the senate said the grounds seeking her removal from office could not be substantiated.
Prior to the senate hearing, the county assembly had on December 14 passed a motion to impeach her.
The special committee led by Kakamega Senator, Dr Boni Khalwale, through a report tabled before the House said the allegations by the Meru MCAs could not be proved.
“Now, some MCAs are threatening their governors that if they won’t give them ward development funds and bursaries they will impeach them. The governor can not do anything, development projects are at a standstill,” the senator said.

At the same time, the Narok senator has challenged governors to establish a good working relationship with their MCAs, noting the county bosses should be honest enough to them.
He also urged the MCAs should submit to the governors their ward plans.
Under the Constitution, the Senate is the overseer of the devolved functions.
Any impeachment by the county assemblies must go through the Senate for validation.
