IG Koome gives 19 suspects seven days to prove they are not terrorists

Inspector General of Police Mr Japhet Koome, has now given 19 terror suspects seven days to defend themselves as to why they cannot be declared specified entities.

A specified entity is a person or group that is suspected to have committed or attempted to or prepared to commit a terrorist act.

“The suspects are expected to deliver their responses to the office of the IG at Jogoo House latest November 13. The responses can be emailed to (corporatecommunications@ nationalpolice.go.ke) or by hand delivery to Jogoo House,” Koome said in a notice.

Failure to comply within that period, the police said he will recommend to the Interior Cabinet Secretary Prof Kithure Kindiki that an order be made declaring the suspects special entities.

Such an order is given when the IG has reasonable grounds to believe that an entity has committed, attempted or prepared to commit a terrorist act.

It can also be issued when an entity is believed to have participated in or facilitated the commission of a terrorist act or when they are suspected of acting on behalf of, or at the direction of a terrorist organisation.

Suspects may apply to the IG requesting for the revocation of the order.

However, if the suspects are aggrieved by the decision of the IG, they may apply to the High Court for a review of that decision within a period of 60 days from the date of the receipt of the decision.
