How Governor Johnson Sakaja’s 5 Boroughs will look like


When Nairobi Governor Johnson Sakaja assumed office in September 2022 after clinching the governorship on a United Democratic Alliance (UDA) party, he assured the residents of a friendly administration that would relate to their needs.

During the naming of his County Executive Committee Members (CEC), the governor renamed the dockets, saying that the move would relate to the common people.

Boroughs Administration and Personnel is one of the dockets under Sakaja’s administration which is being managed by CEC Mr Ibrahim Auma Nyangoya.

The docket has come up with plans of ensuring that Nairobi residents are easily governed by categorizing it into five sections.

While appearing before the County Assembly Committee, Boroughs Acting Chief Officer Ms Lydia Mathia said that the administrative units will enhance service delivery.

Ms Mathia said she intends to amalgamate the existing administrative units or sub-counties into one, which also depends on the population.

This will happen amid the existence of Sub Counties which are wards, linking the residents to the county government.

The five Boroughs are Eastern, Western, Northern, Southern, and Central which will have offices and officers who will be a link between the residents and CEC.

The Eastern Borough will include Embakasi East, Embakasi West, Embakasi Central and Embakasi South, and the headquarters will be at Embakasi East.

The Western Borough will include Westland, Ruaraka, and Mathare which will also be the headquarters of the Western Borough.

Southern Borough comprises Kibra, Lang’ata, Dagoretti North, and Dagoretti South with its headquarters at Kibra.

The Northern Borough will include Roysambu, Embakasi North and Kasarani, with headquarters in Dandora.

The Central Borough will be made up of Starehe, Kamukunji and Makadara constituencies.

The Acting CO said that since they are just bringing together the already existing sub-counties, the only personnel that is needed by June is the Borough manager and the deputy.

“We are not putting additional personnel per se. we just need to operationalize the office of the Borough Manager with perhaps the HR person, personal tool and administrator, and secretary.”

Mathia said that the purpose of redoing the sub-counties is to help the county to organize its resources better.

“If you have certain surveyors, works personnel, vehicles for garbage collection, you will know that they operate within this particular jurisdiction and that is much easier to solve the problems on the ground.”

Borough managers are expected to be in place by June once the County Assembly approves the proposal to establish them.
